13 h昭和五十九年、台風の夜。埼玉県浦和市で不動産会社経営の夫婦が殺された。浦和署の若手刑事・渡瀬は、ベテラン刑事の鳴海とコンビを組み、楠木青年への苛烈な聴取の結果、犯行の自白を得るが、楠木は、裁判で供述を一転。しかし、死刑が確定し、楠木は獄中で自殺してしまう。事件から五年後の平成元年の冬。管内で発生した窃盗事件をきっかけに、渡瀬は、昭和五十九年の強盗殺人の真犯人が他にいる可能性に気づく。渡瀬は、警察内部の激しい妨害と戦いながら、過去の事件を洗い直していくが...。中山ファンにはおなじみの渡瀬警部が「刑事の鬼」になるまでの前日譚。『どんでん返しの帝王』の異名をとる中山七里が、満を持して「司法制度」と「冤罪」という、大きなテーマに挑む。
